We moved from Annapolis Maryland to New Bern in 1996 and have never looked back.  What's so good about it?  Minimal traffic, mild climate, wonderful life and creative arts community, great people, outdoor activities (including water), proximity to the ocean and mountains, our own airport, a vibrant restored downtown and historic district.  If all of that weren't enough, the cost of living beats most other parts of the country.  Call me for a DVD about New Bern and copies of articles from Time Magazine, Where to Retire, and The New York Times that will corroborate everything I have said.
